The Louisa County Industrial Development Authority is soliciting qualification proposals for professional architectural, engineering, and planning services to support airport development projects at the Louisa County Airport. This on-call, task-ordered contract covers a primary performance period from December 17, 2026, through December 16, 2027, with options for four successive one-year renewals. Anticipated projects over the next five years include runway extensions, hangar construction, airside and landside paving, drainage, lighting, land acquisitions, and general environmental planning. All work must comply with the U.S. Department of Transportation Federal Aviation Administration Advisory Circular No. 150/1400-14E Change 1 and the Code of Virginia. Proposals are due by November 3, 2026, and must be submitted as both hard copies in sealed envelopes and electronic copies via CD or flash drive, or through the eVA portal. Required documentation includes a signed title page, the signed Master Contract General Conditions Agreement, a list of at least three client references, a certificate of insurance naming the County of Louisa as an additional insured, and all applicable professional licenses. Evaluation is based on a point system focusing on the firm's experience with similar projects, ability and availability to perform, qualifications of key personnel, and the overall strength of the proposal. Award selection is based on the firm that most closely satisfies the County's needs rather than the lowest cost. Contractors must adhere to strict administrative and legal standards, including maintaining a drug-free workplace and complying with non-discrimination laws such as the Americans with Disabilities Act and the Federal Civil Rights Act of 1964. Payment is processed via progress applications that must include the owner's job number and an Affidavit and Release Waiver of All Claims and Liens. The successful firm is held responsible for the technical accuracy and professional quality of all deliverables, with a requirement to correct any deficiencies without additional compensation.
