The Technology Application Program Office (TAPO) is conducting market research to identify potential vendors capable of providing this requirement. This is a Sources Sought Notice issued in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.103-170 and does not constitute a Request for Proposal (RFP), nor does it obligate the Government to issue a solicitation or award a contract. The Government does not intend to award a contract based on this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. 



Response is strictly voluntary; it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence the Government’s acquisition strategy. All interested parties will be required to respond separately to any solicitations posted because of this sources sought notice. 
The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) is interested in identifying potential vendors who have the necessary capabilities to provide supplies or services as defined in the following requirement. 



Requirement: The Government is conducting market research to identify potential vendors capable of providing manufacturing and engineering services for prototyping and limited production manufacturing in support of U.S. Army Special Operations Command and U.S. Army Special Operations Aviation Command (USASOC/USASOAC) aircraft and Special Operations - peculiar (SO-p) Mission Equipment Packages (MEP).  The source must have access, or be able to obtain access, to Fulcrum Concepts LLC’s (CAGE Code: 5ALW9) detailed design data and software models regarding the H-47 aircraft short pods, Modular Equipment Launcher (MEL), Configurable Lightweight Armament Wing (CLAW), GAU-19 (GP-19) and 20mm Cannon, e.g. M197, XM915, or similar systems, to perform the work.  The Government does not own or have access to this detailed design data that it can disclose to potential sources for performance of the required work.  Any interested source’s capability statement must clearly address how it will perform the required work, including obtaining access to the detailed design data and software models. These efforts may require supporting non-recurring engineering and technical data used for the approval of the products or modifications by the cognizant airworthiness engineering authority. Subsequent instructions for installation of the products may be required as well.
 The Government has previously obtained these services from Fulcrum Concepts LLC.

2. Capabilities & Experience:  
Interested vendors are encouraged to respond with information on their capabilities to meet these requirements. This notice is for market research purposes only and does not constitute a solicitation or commitment by the Government.  All vendors must be U.S. sources qualified to receive export controlled, controlled unclassified information, and defense critical technical information and have a Defense Logistics Agency (DLA) Joint Certification Program (JCP) approved DD Form 2345, DD Form 2345 Military Critical Technical Data Agreement.  JCP website for further information: JCP Home (dla.mil).
