AF-PLM Capability Integration, Sustainment & Licenses
Solicitation # FA8770-26-R-B009-SS2
The United States Air Force is conducting market research via Request for Information FA8770-26-R-B009-SS2 to identify industry capabilities for the integration, sustainment, and license management of its Enterprise Product Lifecycle Management (AF-PLM) solution. Currently utilizing Siemens Teamcenter hosted within the Cloud One environment, the USAF aims to overcome challenges related to fragmented legacy systems and data silos to establish an authoritative source of truth for weapon system data. The scope of work includes the planning, design, configuration, and deployment of core capabilities such as product data management, CAD and Bill of Materials management, and engineering change management, as well as the maintenance of software and hardware within Cloud One IL5/IL6 environments. The government seeks technical approaches for managing Siemens Teamcenter commercial licenses and providing sustainment services that meet strict performance metrics, including a 2-hour response and 4-hour critical incident resolution standard. Compliance with rigorous cybersecurity standards is mandatory, including DoDI 8500.01, DoDI 8510.01, NIST SP 800-171, and DFARS 252.204-7012 for the protection of controlled unclassified information. This RFI is for market research purposes only and does not constitute a formal solicitation or a promise of future procurement. Interested parties must submit responses not exceeding 20 pages by the specified deadline, detailing their technical capabilities, past performance, and estimated costs.

AI Contract Overview

The U.S. Department of Transportation, through the John A. Volpe National Transportation Systems Center, is seeking a sole source award to ATAC Corporation for Aviation Environmental Design Tool (AEDT) development support. This effort supports the Federal Aviation Administration's Office of Environment and Energy in modernizing Performance Data Analysis and Reporting System (PDARS) extraction modules. The primary objective is to ensure accurate environmental modeling of aircraft noise and emissions by extracting validated 3D/4D trajectory data to support the FAA's NextGen initiative. The contract is awarded on a sole source basis because ATAC Corporation owns the proprietary SkyView software, which is the only tool accepted by the AEDT development team for this specific data extraction. The government has determined that transitioning to another vendor would result in unacceptable costs and delays, estimating that replication would take two years and cost approximately 640,000 dollars. The estimated value of this purchase order is 319,648.02 dollars, with the place of performance located in Santa Clara, California. Key deliverables include a fully functional PDARS extraction module integrated with AEDT and a final validation report, both due by September 2026.

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA is supporting the Federal Aviation Administration's Office of Environment and Energy (FAA AEE) as the Volpe Center has provided technical expertise and support to FAA for several decades in the area of aircraft noise measurement, analysis, and modeling, and has initiated similar efforts in the area of aircraft emissions and ambient air quality modeling. Significant among these efforts is support to FAA in the development of the Next Generation Air Transportation System (NextGen), including Aviation Environmental Design Tool (AEDT).  This AEDT update builds upon detailed work completed as part of the original AEDT extraction capabilities using Performance Data Analysis and Reporting System (PDARS).  ATAC was the sole organization performing the original PDARS extraction through its SkyView tool, proprietary to ATAC. The Volpe Center seeks the support of the contractor who has been accepted by the AEDT development team for extracting validation trajectory data.  Therefore, the Government intends to award a purchase order on a sole source basis to ATAC Corporation.

Solicitation # 6913G627RFI100
The Department of Transportation, through the Volpe National Transportation System Center, has issued a sources-sought Request for Information (RFI) under solicitation number 6913G627RFI100 for the manufacturing of approximately 1,000 dunnage bars modeled after the EVANS DF-1 loader crossbar. This effort is intended for market research and budgetary planning to determine the availability of capable business sources before a formal Request for Proposal is issued. The project requires a comprehensive manufacturing process including 3D scanning of sample parts, casting, machining, welding, and the assembly of 8-gauge steel Z-bars and oak wood components. Finished castings must be zinc plated or treated with commercial-grade black oxide. The dunnage bars must meet specific performance standards, including a uniformly distributed vertical load of 4,000 lbs, a concentrated center span load of 2,000 lbs, and a horizontal longitudinal restraint load of 4,000 lbs. This opportunity is designated as a Total Small Business Set Aside. Interested vendors must submit a Statement of Capabilities not exceeding 10 pages in PDF format to Andrew Josephs by October 23, 2026. Submissions should detail technical strategies, production capacity, lead times, rough order of magnitude costs, and relevant certifications such as ISO 9001, AS9100, or NADCAP.
