AWARD NOTICE DETAILS: Contract Number DOL-OPS-15-C-0001 was awarded for the procurement of Nationwide Operational Support and Case Create Services to support the Department of Labor (DOL) Office of Workers' Compensation Programs (OWCP), and the Wage and Hour Division (WHD). The contract was competed using Full and Open Competition after Exclusion of Sources. Specifically, the contract was competed as a 100% set-aside among eligible Historically Underutilized Business Zones (HUBZone) Small Business Contractors. The contract action was awarded as a Hybrid Contract containing Firm Fixed Price (FFP) and Labor Hour (LH) Contract Line Item Numbers (CLINs). The Government attempted to establish Firm Fixed Price CLINs to the maximum extent possible. However, it was not possible to estimate accurately the full extent or duration of the work, or to anticipate all costs with any reasonable degree of confidence. As such, the contract includes Labor Hour CLINs awarded for commercial services (FAR 16.601(c) and FAR 12.207(b)). The OWCP provides wage replacement benefits, medical treatment, vocational rehabilitation and other services to certain workers or their dependents that experience work-related injury or occupational disease. These benefits are provided through its four (4) major legislative programs which include: the Division of Federal Employees' Compensation (DFEC), the Division of Longshore and Harbor Workers' Compensation (DLHWC), the Division of Coal Mine Workers' Compensation (DCMWC), and the Division of Energy Employees Occupational Illness Compensation (DEEOIC). The Wage and Hour Division (WHD) enforces compliance with labor standards to protect and enhance the welfare of the Nation's workforce. This contract provides the DOL Office of Workers' Compensation Programs (OWCP), and the Wage and Hour Division (WHD) with Nationwide Operational Support and Case Create Services (NOSS) Nationwide at 21 different OWCP WHD Regional / District Offices. NOSS services include data entry, data preparation, clerical imaging, scanning, maintenance, and mail support services.
