Modification P00007 to Contract No. 47QPCA24P0001 adds National Institute of Standards and Technology (NIST) Special Publication (SP) 800-63 Revision 4 Kantara Initiative, Inc. (Kantara) assessment and Trust Mark services to support Login.gov's Rev. 4 Kantara certification. The Rev. 4 Trust Mark services fall within the general scope of the original contract; the Rev. 4 assessment services do not. Therefore, TTS added the out-of-scope Rev. 4 assessment services by modification on a sole-source basis, under the authority of FAR 6.103-1 (GSA Class Deviation RFO-2025-6), Only One Responsible Source.


Kantara owns and operates its Identity Assurance Program, controls the applicable assessment criteria and approval process, accredits the assessors within its scheme, and solely issues its proprietary Trust Mark. Kantara has recently restructured its program so that, beginning calendar year 2026, the required Rev. 4 assessment services must be obtained directly through Kantara, and the accredited assessors who perform the underlying fieldwork now operate exclusively under Kantara's direct contract and can no longer be engaged independently. No other source can provide the required assessment pathway. The related Justification for Other than Full and Open Competition will be publicized upon completion of screening for sensitive information, in accordance with FAR 6.301 (GSA Class Deviation RFO-2025-6).


Although the required assessment can be obtained only through Kantara, the underlying fieldwork is performed by accredited assessors engaged as subcontractors to Kantara. This award notice is therefore posted in accordance with FAR 5.301 (GSA Class Deviation RFO-2025-5) because the award will result in a subcontract award, and is provided to promote industry and small business participation in those subcontracting opportunities.


This notice is not a solicitation; the prime award has been made to Kantara Initiative, Inc. on a sole-source basis. The Government will not evaluate offers or unsolicited proposals submitted in response to this notice and will not alter its award decision on the basis of any such submission.
