The Saskatchewan Urban Municipalities Association (SUMA), representing its member municipalities, is formally declaring their intent to participate in procurement opportunities through the Kinetic GPO and CentralSource buying group purchasing programs for the period from January 1, 2026, to December 31, 2026. This declaration is a compliance measure aligned with the Canadian Free Trade Agreement, which mandates procurement entities to publicly announce their involvement in buying groups at least annually through designated tendering platforms, ensuring transparency and guiding potential suppliers to the appropriate tender notices. This solicitation, identified as SK-NPP2026, is issued by a federal agency under the Government of Canada, specifically targeting municipal participation within the Saskatchewan region. The notice aims to comply with procurement regulations rather than solicit bids or sales opportunities. Questions or clarifications regarding this declaration can be directed to Carl Macdonald, the Vice President of Contracting and Compliance at Kinetic GPO, who serves as the primary contact for this procurement notice. This public statement is intended to inform suppliers and stakeholders of the municipalities’ commitment to collaborative purchasing efforts during the specified timeframe.

Full Description

As a compliancy requirement, our members need to publicly state their intent to participate with a buying group. This is not a competition or opportunity to sell. The Canadian Free Trade Agreement (CFTA) requires the following from a procurement entity related to its participation with a buying group: "A procurement entity shall publish a notice of its participation with the buying group at least annually on one of the tendering websites or systems designated by its Party. That notice shall direct potential suppliers to the buying group tender notices website if it is different from its Party’s tendering websites or systems." SUMA on behalf of its member municipalities is writing to inform of the intent of its members to participate in one or more procurement opportunities offered through Kinetic GPO and the CentralSource buying group purchasing program between January 1, 2026 and December 31, 2026. Any questions may be directed to Carl Macdonald, VP of Contracting and Compliance with Kinetic GPO (306)525-4395
