This award notice, issued by the 502 Contracting Squadron of the Department of Defense, concerns the Metasys EMCS Installation for the Tri-Service Laboratory. The project focuses on replacing proprietary and antiquated HVAC controls on various pieces of Real Property Installed Equipment with the EMCS Metasys system. This upgrade is critical because the existing controls are over ten years old and no longer supported by vendors, leading to frequent communication failures within the Building Automation System. Failure to implement these upgrades poses a significant risk to laboratory operations, as the loss of control over temperature, humidity, air exchange rates, and air pressure differentials could lead to a major loss of research funding. Additionally, maintaining these environmental conditions is essential for preserving the facilities' AAALAC accreditation, the loss of which would necessitate a costly re-accreditation process. The contract is managed by Contracting Officer Heather Sorensen at JBSA Lackland AFB in Texas.

Full Description

This is an AWARD Notice and fulfills the requirements of FAR Part 5: The goal of the project is to replace the HVAC controls on a number of Real Property Installed Equipment with the EMCS Metasys system and controls. The existing HVAC controls on these pieces of equipment are proprietary, antiquated (over 10 years) and will no longer be supported through vendors. As a result, the Building Automation System (BAS) frequently loses communication with equipment controllers throughout the network. This loss of communication results in a loss of control of temperature, humidity, air exchange rates, and air pressure differentials for a number of laboratories. The loss of control of these environmental conditions in the labs will result in a major loss of research funds if not corrected. The labs in question are currently AAALAC accredited and if the environmental conditions are not maintained, accreditation could be lost resulting in a costly re-accreditation process. Contracting Office: 502 Contracting Squadron, 1655 Selfridge Ave, JBSA Lackland AFB, TX 78236 Conracting Officer: Heather Sorensen, CIV Set Aside: None
