AWARD NOTICE: Repair, Maintenance, and Overhaul of Caley Ocean Systems Ltd. Boat Davit on LPD-17 Class Ships

Caley Ocean Systems Marine, Ltd. was awarded a sole-source, single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract by the Naval Sea Systems Command on April 9, 2026, to provide overhaul, upgrade, repair, material, and maintenance services for the starboard rescue boat handling slewing davit systems installed on the U.S. Navy’s San Antonio-class amphibious transport dock (LPD-17) vessels. The contract, issued under statutory authority 10 U.S.C. 3204(a)(1) and implemented via FAR 6.302-1, is justified by the exclusive possession of proprietary design data, technical specifications, calibration methods, and specialized test equipment by Caley, making it the only responsible source capable of ensuring safe, compliant, and uninterrupted operation of these mission-critical davit systems. The scope of work includes 36-month and 72-month overhauls, full upgrades to the MK II configuration, both planned and unplanned field services, logistics support for a rotable inventory pool, warehouse management, and comprehensive quality assurance to ensure defect-free operation. The contract employs firm-fixed-price and firm-fixed-price level of effort pricing structures with a one-year base period and up to four one-year option periods, with a maximum cumulative value of $24,683,872.82 should all options be exercised. Performance occurs primarily aboard LPD-17 class ships, with supporting activities managed through the Washington Navy Yard in Washington, D.C., and delivery and inspection are tied to completion of work at the operational location. No competitive solicitation was conducted due to the technical exclusivity of the davit systems, and no other vendor can meet the safety, performance, or certification standards required by the Navy. The contract does not specify detailed CLINs, packaging requirements, invoicing procedures, or COR/COTR contact information, and while supporting materials such as design drawings and technical data packages are referenced, they remain proprietary to the contractor. Acceptance of work is the responsibility of the U.S. Navy and is conditioned on compliance with OEM specifications and the provision of defect-free, fully functional davit systems essential for Anti-Terrorism/Force Protection and Search and Rescue missions.
