The U.S. Department of Commerce, through the National Oceanic and Atmospheric Administration's National Weather Service, is issuing a Purchase Order for the repair of 27 CL31 Transmitter Boards, specifically Vaisala part number CLT321SP with ASN S100-2MT1-3A2. The repairs are to be conducted solely by Vaisala, Inc., the original equipment manufacturer, as the government determined there are no other qualified sources capable of performing the repair. This decision follows a market research effort and a Sources Sought notice posted on the Federal Business Opportunities website in August 2015, which garnered no responses. Additional searches, including those of the Small Business Administration's dynamic search and the General Services Administration's eLibrary, yielded no alternative vendors or small businesses capable of this specialized repair work. The contract, identified by solicitation number NWWG3401-15-230SN, falls under the NAICS code 334519 and is managed by the Department of Commerce office based in Kansas City, Missouri. The point of contact for this contract is William N. Roberts, reachable via email. The sole-source justification ensures that the repair work is undertaken by Vaisala, leveraging their unique expertise and parts availability for the CL31 ceilometer transmitter boards, critical equipment for the National Reconditioning Center within NOAA’s weather service operations.
