The U.S. Navy’s Naval Surface Warfare Center Crane is seeking to procure thirty Axis Panoramic Network Cameras under a sole-source action, specifically twenty P3738-PLE models, ten P3818-LVE models, and seventeen TP3108-E pendant mounting kits. This procurement, identified by solicitation number N00164-26-Q-0284 and NAICS code 334310, is limited to Axis Communications Inc. of Chelmsford, Massachusetts, due to the critical compatibility of these devices with existing Navy surveillance infrastructure, which precludes competition under FAR 13.106-1. Although other vendors may submit capability statements, the Government retains full discretion to proceed without competition, and submissions from other sources will only be evaluated to determine if a competitive process should be initiated. The solicitation is issued under FAR Part 13, and the requirement is exempt from public synopsis under FAR 5.202(a)(13). All offerors must be currently registered in the System for Award Management, and bids must be submitted via email to cierra.n.vaughn2.civ@us.navy.mil no later than August 13, 2026, at 12:00 PM Eastern Time. Any amendments to the solicitation will be posted exclusively on SAM.gov, and it is the vendor’s responsibility to monitor the site for updates. Post-deadline changes will only be communicated to those who have submitted quotes.

The Naval Research Laboratory is soliciting quotations for the procurement of 2026 | XR-4 Secure Edition equipment under a Total Small Business Set-Aside, strictly limited to small businesses as defined by the NAICS code 334310 with a size standard of 750 employees. This is a Firm-Fixed-Price, brand-name-only procurement using the Federal Acquisition Circular 2026-01 effective March 13, 2026, and requires all items to be new, covered by the manufacturer’s warranty, and sourced exclusively through an Original Equipment Manufacturer or its authorized dealer, distributor, or reseller. Offerors must provide documentation proving their authorized status and must not submit remanufactured or gray market goods. All equipment must be delivered to the U.S. Naval Research Laboratory at 4555 Overlook Avenue, S.W., Building 49, Washington, DC 20375, with FOB Destination strongly preferred. Evaluation will follow the Lowest Price Technically Acceptable methodology, where technical acceptability is determined first based on compliance with specified requirements, followed by price analysis to determine the most advantageous award, potentially across multiple vendors if collectively cost-effective. Maintenance renewals for software or services must not be backdated and reinstatement fees, if applicable, must be itemized separately.

Solicitation # N0038326QBA49
The U.S. Navy’s NAVSUP Weapon Systems Support in Philadelphia plans to award a sole-source contract to DALLAS AVIONICS INC for the procurement of 16 microphone units, NSN 1R-5965-016712016-V2, part number 602-3373, designated for use on V22 aircraft. This procurement is justified under 10 U.S.C. 2304(c)(1) and FAR 6.103-1, as the vendor is the original equipment manufacturer and the sole source capable of providing this part due to the absence of technical drawings or data that would enable alternative suppliers to produce it. The Government does not hold any rights to the proprietary data required for replication, eliminating competition. The contract will be executed under FAR Part 15 procedures, with delivery terms set at FOB Origin, a one-year duration, and UID and Buy American requirements applicable. The solicitation will be issued electronically via NECO on approximately August 10, 2026, with proposals due by September 9, 2026, and an anticipated award date in October 2026. Although the notice invites other firms to demonstrate capability to provide a commercial item within one day, any responses received within 31 days will be evaluated solely to determine if competition is feasible, with no expectation of disrupting the sole-source intent. All submissions must be sent via email to Grace McGinley, and no hard copies or phone inquiries will be accepted. The NAICS code is 334310 and this is not a small business set-aside.
