Full Description

NASA/JSC has a requirement to support the Aeroscience and Flight Mechanics Division (AFMD) in the development, maintenance, and application of Guidance, Navigation, and Control (GN&C) simulation and analysis tools. These services will require technical leadership and expertise to support the research, design, analysis, development, simulation, integration, testing, operation, and certification of the Multi-Purpose Crew Vehicle (MPCV), the International Space Station (ISS) and any future NASA science exploration vehicles. Experience from the Apollo, the Space Shuttle, and the MPCV programs is an integral component to continue to develop, implement, test and support the flight of the Orion GN&C system, including sensors, algorithms, and software. Orion is the first manned vehicle since Apollo that will leave low earth orbit. The MPCV Program leverages off of GN&C lessons learned throughout Apollo and Space Shuttle Programs. This is essential for the development and integration of the GN&C system for the Exploration Missions 1 and 2 (EM-1/2), which will build on the GN&C system developed for the Exploration Flight Test One (EFT-1). These efforts will be in support of the AFMD Ascent/Abort, Orbit, Entry, Navigation, Fault Detection, Isolation and Recovery (FDIR), and Integration and Test (I&T) Multiple Organizational Design and Engineering (MODE) teams. These teams are responsible for the design, implementation, and verification of the Orion GN&C system in conjunction with the Orion prime contractor. The use of existing unique sets of GN&C tools, algorithms and software is required. In addition, systems engineering and program management in support of GN&C system development are expected. The International Space Station (ISS) Program Timeliner software Kernel and Adapter require sustaining engineering for both the ISS onboard and ground Command and Data Handling (C&DH) elements. The scope requirements include upgrades to the Timeliner design while maintaining compatibility with the operating systems and compilers, integration of the Timeliner segments into ISS C&DH ground and onboard systems, and end-to-end testing of the results, ensuring compatibility with the ISS. Additionally, Timeliner procedure scripts require operations concept analysis, operational tools and training for their development, use, and execution in the flight hardware/software development, verification and operational environments. ISS support includes the development and support of advanced concepts and tools for autonomous operation for both ISS Core and Payload systems. ISS will serve as the application testbed for exploration system automation concepts. For future space flight and technology development projects, the requirement is to assess, develop, and apply advanced avionics and GN&C technologies to address NASA/JSC requirements across all mission phases, including both nominal and contingency vehicle operations. The scope includes definition, design, analysis, production, testing, verification and validation, certification, and operation of the GN&C, avionics systems, associated hardware, and software elements. This will be required for surface, atmospheric, and spaceflight applications. These systems may be fully autonomous, remotely operated, piloted by onboard crew, or a combination of those options. The contractor may be required to apply innovative avionics and GN&C research and technologies to enhance or upgrade existing avionics and GN&C elements or systems. NASA/JSC intends to purchase the items from Charles Stark Draper Laboratories, Inc. (Draper) due to their extensive theoretical and applied GN&C knowledge base, proven research, and development capabilities for innovative GN&C and avionics hardware and software. Draper Laboratories has pioneered achievements for NASA through their design and integration expertise in complex GN&C systems for Human Space Flight (HSF). Over the last 50 years, Draper has continuously performed mission critical roles in the design, development, analysis, integration, testing, operation, and sustaining engineering of NASAs manned vehicles including Apollo and Space Shuttle. Draper possesses the demonstrated ability to combine the lessons learned from heritage aerospace designs and flight experience with cutting edge technology and out-of-the-box thinking to rapidly conceptualize, develop, validate, implement, and evolve innovative and practical solutions to complex GN&C related space flight challenges including real-time on-orbit anomaly resolution. Draper has provided essential support for the development, integration and testing of the GN&C software and hardware for the Crew Module of the MPCV Program Orion vehicle for the EFT-1 flight. Draper possesses the skills, experience, tools, and algorithms essential for the development and integration of the GN&C system for the EM-1/2. Draper also developed the Timeliner software for ISS application and possesses the expertise necessary to efficiently update and sustain the software. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. central time on February 18,2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .
