THIS IS A PROPOSED SOLE SOURCE PROCUREMENTIS NOTICE. Interested parties may respond to this notice by contacting Thomas McCarthy at +1 (555) 000-0000, email contact@example.gov prior to 01 May 2013. The National Park Service intends to issue a firm fixed price contract to develop maps, GIS products, and other information documenting the distribution and abundance of Submerged Aquatic Vegetation (SAV) occurring within and immediately adjacent to Assateague Island National Seashore (ASIS). SAV plays a critical role in the ecology of estuaries such as that formed by Assateague Island, and are crucial to the maintenance of regional biological diversity. THIS ACTION WILL BE PURSUED ON A SOLE SOURCE BASIS WITH THE MARLAND DEPARTMENT OF NATURAL RESOURCES IN ACCORDANCE WITH THE AUTHORITY OF FAR 6.302-1 AND 10 USC 2304 (c)(1). THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES; HOWEVER, ANY AND ALL RESPONSES MUST BE RECEIVED WITHIN 15 DAYS OF THIS NOTICE. In order to avoid the interrupting the record SAV distribution and develop the needed management information, the National Seashore intends to contract with the state of Maryland to complete the annual processing of aerial photography and develop maps and GIS products document the SAV occurring within and immediately adjacent to the National Seashore. Maryland has exclusively conducted the surveys since 1986, and possesses unique skills and expertise as a result of their extensive experience. The state is also in sole possession of the original data required for mapping SAV, this data cannot be obtained from any other source.
