The U.S. Army Research, Development and Engineering Command at Aberdeen Proving Ground, MD, plans to negotiate a sole-source contract with Battelle Memorial Institute located in Columbus, OH, for an aircraft vulnerability test program. This action is conducted under a direct requirement from the Department of Homeland Security, in coordination with the Aberdeen Test Center through an Inter-Agency Agreement. Battelle possesses proprietary technologies essential for this project that are unavailable from other contractors, and awarding the contract elsewhere would lead to substantial cost duplication and unacceptable delays. This notice serves only as an intent to award exclusively to Battelle and does not constitute a solicitation for competitive proposals. Interested parties may submit their interest in writing by April 18, 2013, to the designated government contact, Contract Specialist TJ Compton. The requirement emphasizes the critical nature of Battelle’s unique capabilities in supporting Homeland Security objectives and the Department of Defense's test activities.
