The 45th Contracting Squadron plans to award a sole source contract to Teledyne Brown Engineering, Inc., located in Huntsville, Alabama, for specialized atmospheric gas processing and analysis services. These services focus on the processing, separation, and radioassay of atmospheric gas samples to determine elemental components, primarily supporting nuclear test ban treaty verification efforts. The contractor's unique capabilities and prior acquisition history justify the sole source approach, as no other suppliers can meet the highly specialized requirements. The contract is expected to be firm-fixed-price with a one-year base period and four one-year option periods. This effort mandates secure facilities clearance and storage capability at the SECRET NO FOREIGN level, along with the ability to support secure communications at the same classification. The North American Industry Classification System (NAICS) code for the acquisition is 541380 with a size standard of $11 million. Additionally, the contractor must hold a Nuclear Regulatory approved Radioactive Materials License. The contracting process, including any disputes, is governed by specific Air Force Federal Acquisition Regulation Supplement clauses, and the Air Force Space Command ombudsman is available to resolve issues that cannot be settled by the contracting officer. The contract is managed by the Department of Defense's office at Patrick Space Force Base in Florida, with designated contract specialists and officers serving as points of contact.

Analysis services are primarily concerned with the processing, separation, and radioassay of atmospheric gas samples for elemental determination of sample components for the purpose of nuclear test ban treaty verification. This sole source acquisition is justified under to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor's unique capability and acquisition history concluded that the highly specialized effort required is available from only one source. This effort will require both a facilities clearance and storage capability of at least the SECRET NO FOREIGN level, and the ability to support secure communication capabilities at the SECRET NO FOREIGN level.
