The Air Force Information Warfare Battlelab (AF-IWB) has issued Broad Agency Announcement (BAA AIA 03-0001) inviting innovative concept demonstration papers in the fields of Information Operations (IO) and Information Warfare (IW). This competition is conducted under Federal Acquisition Regulation provisions and aims to select proposals that can enhance Air Force operational capabilities across a broad spectrum of IO/IW topics, including but not limited to combat camera operations, electronic warfare, information assurance, psychological operations, and precision navigation. The goal is to conduct operational demonstrations of these concepts to evaluate their military worth and potential integration into Air Force operations. Submissions are limited to concept papers—with no proposals accepted at this stage—and must adhere to strict confidentiality and security guidelines. Papers should be concise, not exceeding three pages, and include a non-proprietary summary. Offerors may submit multiple concept papers, each addressing a distinct concept. The evaluation will prioritize the concept’s impact on Air Force IO/IW capabilities, technical merit, and realistic cost estimates. Successful concept papers could lead to invitations to submit full technical and cost proposals, although such invitations do not guarantee contract awards. Contracts are expected to be firm-fixed-price with roughly an 18-month performance period for demonstration and evaluation. The announcement encourages submissions from diverse institutions, including Historically Black Colleges and Minority Institutions, and notes that foreign firms must notify the Air Force point of contact due to potential participation restrictions. Throughout the process, government contractors such as MITRE and several technology firms will assist in evaluations under nondisclosure agreements. Points of contact are provided for technical questions and contracting issues. Concept papers are accepted continuously during the notice’s effective period, from October 1, 2002, through September 30, 2003.
