The Department of Transportation's Federal Motor Carrier Safety Administration plans to issue a Request for Proposal (RFP) for a comprehensive Freight Efficiency Study, followed by Field Operational Tests (FOTs) and an evaluation phase, in response to SAFETEA-LU legislation. The procurement will unfold in a two-phase approach with three separate awards anticipated. Phase One involves a detailed freight study aimed at identifying inefficiencies and exploring wireless technology solutions, with a single solicitation expected to be released around April 28, 2006. After completing Phase One, Phase Two will be divided into two procurements: one for conducting the FOTs and another for independently evaluating the test results. Vendors successful in Phase One may compete in Phase Two, but can only be awarded one contract in that phase. The solicitation will provide more specifics including contract type and duration, with proposals due 30 days post-release. Interested parties are encouraged to submit acquisition-related questions in writing to the designated contact, Ms. Ruby Mixon. The contract will be managed by the Office of Acquisition Management within the Department of Transportation, and the relevant NAICS code is 541614. This approach ensures a structured evaluation of freight efficiency improvements through a staged process, fostering innovation while maintaining competitive fairness across the phases.

Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) intends to issue a Request for Proposal to conduct a Freight Efficiency Study, Field Operational Test (FOTs) and Evaluation as a result of Section 1102(e)(2)(A) of SAFETEA-LU. In order to gain the widest dissemination, this notice will be published as a special notice as well as a Pre-Solicitation Notice. The acquisition strategy initially published by FMCSA during the Industry Capability Day in Miami, FL on 9 Feb 2006 has changed. The Government intents to use a two (2) phase approach and anticipates 3 separate procurements of which each will result in one award. Phase One will consist of a freight study that will include identification of freight inefficiencies and wireless technology solution sets. There will be one solicitation issued for this phase. The second phase contracts will not be awarded until the completion of Phase One. Phase Two will consist of two solicitations. One solicitation is for the conduct of field operational tests and the second is to perform an independent evaluation of the field operational tests results. This phase will consist of two separate procurements. The successful vendor from Phase One can also compete under Phase Two. However, any given vendor can only be selected for one of the awards for Phase Two. It is anticipated that the Solicitation for Phase One will be released on or about April 28, 2006. More detailed information as to the type of contract and duration will be included in the Solicitation. Proposals will be due within 30 calendar days after posting of the Solicitation. Questions pertaining to this acquisition shall be submitted in writing to Ms. Ruby Mixon at ruby.mixon@fmcsa.dot.gov and shall use the following subject: "Questions on Solicitation DTMC75-06-R-00011".
