AI Contract Overview
The U.S. Geological Survey under the Department of the Interior intends to award a sole source purchase order to the KBIC Natural Resources Department for hydrologic data collection and groundwater modeling support, citing exclusive access to critical tribal-specific datasets and irreplaceable local ecological knowledge as the sole justification. Market research conducted via SAM.gov and evaluation of commercial sources confirmed no other entity can provide the required streamflow and groundwater elevation records from 1950 to 2026 within the Keweenaw Bay Indian Community’s L’Anse Reservation and associated watersheds, including the Sturgeon, Silver, Falls, Slate, and Ravine Rivers. The NAICS code is 541360 with a size standard of $28.5 million, and offerors must self-identify as an Indian Small Business Economic Enterprise, small business, 8(a), HUBZone, SDVOSB, or other-than-small business, while maintaining active SAM.gov registration and a valid Unique Entity ID. Deliverables include machine-readable hydrologic data in .csv, Excel, or shapefile formats with complete metadata, and participation in quarterly feedback sessions to validate and refine USGS groundwater models using tribal observations of wetlands, stream continuity, and groundwater behavior. The work is performed on-site within the tribal reservation in Michigan, with no physical delivery or packaging requirements; acceptance is based on data accuracy, format compliance, and alignment with local knowledge. No formal solicitation or pricing details exist, and award is based solely on exclusivity under FAR Subpart 12.102(a), not competitive evaluation. Responses in the form of a written capability statement must be submitted via email to Lisa Williams by July 28, 2026, at 8:30 p.m. MDT, with no verbal submissions accepted and no obligation placed on the government to award.
