B--Human Capital Investment Plan Consulting Contract

The Network Contracting Office Ten intends to negotiate a sole source contract with the University of Cincinnati for consulting services to continue work with the National Center for Organizational Development (NCOD) in evaluating the impact, effectiveness, efficiency, and return on investments (ROI) in connection with HRA HCIP initiatives. Information collected during the evaluation will be fed back into the VA system through analytic reports, leadership briefings, and the HRA Executive Dashboard for the purpose of continuously improving processes and providing evidence-based data to VA leadership. The intent of this Contract is to extend NCOD's evaluation efforts with additional access to research and statistical analysis support (multi-level, clustered data; logic models; survival analyses), as well as expert consultants on organizational and workforce management metrics (return on investment calculations, process mapping, and process improvement calculators). This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements.
