AI Contract Overview
The U.S. Fish and Wildlife Service intends to award a sole source firm fixed price contract to Tighe & Bond for geotechnical boring and soil characterization at the Parker River National Wildlife Refuge in Massachusetts, specifically targeting the Stage Island berm to support the design of a tidal restoration project and a pedestrian crossing. The work involves excavating up to a 160-foot tidal opening to restore a historic salt marsh, requiring detailed subsurface analysis to evaluate the suitability of soils for bridge footings and to determine the environmental characteristics of excavated sediment, with a preference for beneficial on-site reuse. The contract, valued at $19 million under NAICS code 238910, is justified solely on the grounds that Tighe & Bond is the only responsible source due to their existing involvement in the project’s preliminary design and their possession of critical, project-specific data dating back to 2015, making it impractical for other firms to quickly or effectively step in without incurring significant delays and costs. This notice serves as an intent to award and is not an open solicitation; however, any interested party may submit a written statement of capabilities demonstrating why competitive bidding would benefit the government, with submissions required via email in Microsoft Word or Adobe PDF format to the designated contact by August 8, 2026. The response must provide clear and convincing evidence that competition is feasible and advantageous, though any costs related to preparing and submitting such a statement will not be reimbursed by the government. The point of contact for all inquiries and submissions is Jeremy Tyler, and the work will be performed in Newburyport, Massachusetts, with administrative oversight based in Falls Church, Virginia.

Full Description
NOTICE OF INTENT TO AWARD SOLE SOURCE FOR FWS PARKER RIV NWR, MA Geotechnical boring of Stage Island berm TO Tighe & Bond.
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations intends to award a firm fixed price sole source contract under the authority of:
FAR 6.302-1 only one responsible source
To
Tighe & Bond
53 Southampton RD
Westfield, Massachusetts
01085-1786, United States
The North American Industry Classification System (NAICS) code for this requirement is 238910 Site Preparation Contractors $19.00 million.
The object of this sole source award to Tighe & Bond for Geotechnical boring and characterization of soil samples are needed to support design of a proposed tidal restoration project and pedestrian crossing. A new tidal opening (up to 160 feet) is proposed to be excavated to restore a historical salt marsh. Beneficial reuse the sediment on site is preferred, and an environmental characterization of excavated sediment is required. We are also proposing constructing a pedestrian bridge across the new opening to maintain access to a popular refuge trail. Subsurface soil characterization is needed to determine suitability of subsurface soil for bridge footing. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. There are other geotechnical boring companies in the Federal contracting database-- however, they would need additional time and costs to come up to speed on previous project work and data (dating back to 2015), and would need to coordinate closely with Tighe and Bond, who are currently contracted by the State to provide preliminary designs fore the tidal restoration (beneficial reuse of excavated sediment).
Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: jeremy_tyler@ios.doi.gov
