THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The object of this sole source award to Tighe & Bond for Geotechnical boring and characterization of soil samples are needed to support design of a proposed tidal restoration project and pedestrian crossing. A new tidal opening (up to 160 feet) is proposed to be excavated to restore a historical salt marsh. Beneficial reuse the sediment on site is preferred, and an environmental characterization of excavated sediment is required. We are also proposing constructing a pedestrian bridge across the new opening to maintain access to a popular refuge trail. Subsurface soil characterization is needed to determine suitability of subsurface soil for bridge footing. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. There are other geotechnical boring companies in the Federal contracting database-- however, they would need additional time and costs to come up to speed on previous project work and data (dating back to 2015), and would need to coordinate closely with Tighe and Bond, who are currently contracted by the State to provide preliminary designs fore the tidal restoration (beneficial reuse of excavated sediment).
