THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCEAWARD. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Geological Survey intends to award a non-competitive firm fixed-price purchase order under the authority of FAR Subpart 13.5 to SGS AXYS ANALYTICALSERVICES, LTD located in Sidney, British Columbia, Canada for a 5-year IDIQ contract for laboratory analysis of tissue, water, sediment, and soil samples for PFAS contamination for the Eastern Ecological Science Center in Laurel, Maryland. The period of performance is 09/10/2026 - 09/09/2031.

SGS AXYS Analytical Services, LTD is uniquely qualified to support this requirement due to its established PFAS analytical capabilities and methodology compatibility with ongoing USGS PFAS research programs. Use of any other laboratory would risk data inconsistencies and disrupt continuity in analytical methods, quality controls, detection limits, and instrumentation all of which are essential for long-term PFAS comparability across multiple USGS studies.

Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these supplies/services.
