The Department of Commerce's National Oceanic Atmospheric Administration (NOAA), through its National Severe Storms Laboratory (NSSL), intends to enter into a sole source contract with the Center for Study of Deserts Oceans (CEDO) for conducting pilot balloon measurements in support of the North American Monsoon Experiment (NAME). This work involves simultaneous observations at multiple sites across Mexico over a one-month period, utilizing trained and experienced observers to perform key tasks such as inflating, launching, and tracking meteorological balloons with a theodolite, recording raw data into computers with specialized software, ensuring quality control, and transmitting data over the internet. The locations include a series of specific sites ranging from Puerto Penasco to Matehuala, reflecting a broad geographic coverage necessary for the experiment. This procurement will be carried out under simplified acquisition procedures not to exceed $100,000, citing the authority under 41 U.S.C. 253(c)(1) for sole source negotiation due to CEDO’s unique qualifications and ability to meet the required timeline.
