The Mid-Pacific Region of the Bureau of Reclamation is preparing to issue a solicitation for multiple five-year indefinite-delivery, indefinite-quantity (IDIQ) professional services contracts spanning five distinct areas: Multidisciplinary Professional Services, Public Affairs Services, Water Resource Engineering Services, Information Technology Services, and Conceptual Design and Cost Estimate Engineering Services. The contracts will support various projects, including environmental investigations and documentation, public relations, engineering, IT development with a focus on Oracle, and design and cost estimation. The total estimated contract values vary by area, with Multidisciplinary Professional Services anticipated at $50 million, and the remaining areas ranging from $5 to $15 million each over the five-year term. The procurement strategy incorporates both set-aside and open competition contracting, with several areas exclusively set aside for small businesses or specific categories such as 8(a), HUBZone, and veteran-owned enterprises. Specifically, Multidisciplinary Professional Services will include a partial set-aside awarding contracts to 8(a), HUBZone, and veteran-owned small businesses, while other areas are fully reserved for small business concerns, including Area 5 which is exclusively for 8(a) firms. A pre-proposal conference is scheduled for May 9, 2005, to provide additional information about the solicitation process, with attendance limited to two representatives per company. A draft solicitation is expected before the conference, and the final solicitation release is planned by the end of May 2005.
