The Department of Transportation's Federal Motor Carrier Safety Administration plans to issue a Request for Proposal to carry out a comprehensive Freight Efficiency Study, followed by Field Operational Tests (FOTs) and an independent evaluation, as mandated by SAFETEA-LU. The project will be executed in two phases through three separate procurements, each leading to a single contract award. Phase One involves identifying freight inefficiencies and assessing applicable wireless technology solutions, with the solicitation expected around late April 2006. Phase Two, contingent upon the completion of Phase One, will include two separate procurements: one for conducting field operational tests and another for performing an independent evaluation of the test results. Vendors from the first phase may compete in the second, but only one award per vendor is allowed in Phase Two. The solicitation will provide more detailed contract type and duration information, and proposals will be due within 30 calendar days following the release. The initiative aims to maximize outreach through special and pre-solicitation notices. For inquiries, interested parties can contact designated officials Ruby Mixon or Doreen Starkes at the Federal Motor Carrier Safety Administration. The project’s NAICS code is 541614, and it is managed through the Department of Transportation’s Office of Acquisition Management in Washington, DC.

Full Description

Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) intends to issue a Request for Proposal to conduct a Freight Efficiency Study, Field Operational Test (FOTs) and Evaluation as a result of Section 1102(e)(2)(A) of SAFETEA-LU. In order to gain the widest dissemination, this notice will be published as a special notice as well as a Pre-Solicitation Notice. The acquisition strategy initially published by FMCSA during the Industry Capability Day in Miami, FL on 9 Feb 2006 has changed. The Government intents to use a two (2) phase approach and anticipates 3 separate procurements of which each will result in one award. Phase One will consist of a freight study that will include identification of freight inefficiencies and wireless technology solution sets. There will be one solicitation issued for this phase. The second phase contracts will not be awarded until the completion of Phase One. Phase Two will consist of two solicitations. One solicitation is for the conduct of field operational tests and the second is to perform an independent evaluation of the field operational tests results. This phase will consist of two separate procurements. The successful vendor from Phase One can also compete under Phase Two. However, any given vendor can only be selected for one of the awards for Phase Two. It is anticipated that the Solicitation for Phase One will be released on or about April 28, 2006. More detailed information as to the type of contract and duration will be included in the Solicitation. Proposals will be due within 30 calendar days after posting of the Solicitation. Questions pertaining to this acquisition shall be submitted in writing to Ms. Ruby Mixon at ruby.mixon@fmcsa.dot.gov and shall use the following subject: "Questions on Solicitation DTMC75-06-R-00011".
