This contract involves a sole source award to Mater Engineering of Corvallis, Oregon, under the Federal Acquisition Regulation allowing for non-competitive procurement because Mater Engineering is deemed the only responsible source capable of fulfilling the agency's specific needs. The contract is focused on conducting a Comprehensive Resource Offering Plan (CROP) study for the Tongass National Forest, entailing an inventory analysis of biomass availability across National Forest Districts within a 60 to 100 mile radius. The study will cover both public and private forestlands, generating data to support planning horizons from five up to ten years. Key tasks include determining metrics for resource offerings by species and tree size classes, developing Resource Offering Maps that detail annual biomass availability by species and diameter classes, and collaborating with government agencies to create a levelized five-year biomass supply projection aimed at fostering economic investments and technological advancements in the region. The deliverables include detailed reports and maps provided in Hard copy and digital formats suitable for integration with Geographic Information Systems and public dissemination. The contract period is 180 days from the award date and is processed under FAR Part 13, Simplified Acquisitions. A justification for non-competitive procurement is on file, yet the government invites interested parties to submit capability statements within ten days of the notice for consideration, though the final decision on competition rests solely with the government. The contracting organization is the Tahoe National Forest office of the Department of Agriculture, with a designated procurement assistant available for contact.
