The Naval Air Systems Command in Patuxent River, Maryland, plans to negotiate a Time and Materials order under the existing Basic Ordering Agreement N00019-04-G-0007 with the Bell-Boeing Joint Program Office for CV-22 Block 20/25 products and upgrades. These enhancements include capabilities such as emergency systems, fuel dump impingement, high altitude conversion, brake performance, line-of-sight communication for survivability, digital map upgrades, communications switching units, Link 16 integration, terrain following below 50 knots, and a heads-up display for day/night vision goggles. Bell-Boeing, as the sole designer and producer of the V-22 Tilt-Rotor Aircraft, holds exclusive rights to the engineering and technical data necessary for this contract, making them the sole source for this effort. While Bell-Boeing is the prime contractor, the government expects significant competition at the subcontract level for individual components of the Block 20/25 upgrades, encouraging interested companies to pursue these subcontracting opportunities. The contract falls under NAICS code 541330, covering engineering services. The government will provide an overview of the block products and upgrades by early January 2006 via the NAVAIR solicitation website. Points of contact for this contract are Ms. Selinda Joyner and Mr. Ronald Guy, who are available for inquiries related to subcontracting and contracting details. The procurement supports improving the V-22 Osprey’s operational capabilities with advanced technical upgrades to enhance mission performance and survivability.
