AI Contract Overview
This solicitation (FA460026Q0007) issued by the Department of the Air Force, specifically through the 55th Construction Procurement Office at Offutt Air Force Base, Nebraska, seeks to contract for repairs and upgrades to two cooling towers, designated as project B185 Cooling Tower Repairs. The contractor is required to procure and install two new cooling tower fan transmissions, along with associated hardware kits and flinger collars, and to provide two new shaft and coupling hub connections for interfacing with the tower fan motors. Additionally, the motor for Tower #2 must be replaced, and both towers’ transmissions, shafts, and coupling hubs must be fully replaced. Post-installation activities include re-balancing the fans, electrical connections, startup testing, and ensuring compliance with rigorous quality assurance protocols outlined by ISO 9001. The contractor is also responsible for site verification, waste management, coordinating with government personnel to minimize operational disruption, and providing a minimum one-year warranty on labor and materials. The contract is a firm fixed price, total small business set-aside opportunity under NAICS code 238220, with performance scheduled between January 1 and March 31, 2026, at Offutt AFB. All submissions must be received by December 17, 2025. A mandatory site visit is scheduled on December 11, 2025, with strict access requirements managed through submission of personnel data. The procurement adheres to numerous federal acquisition regulations, including FAR clauses related to labor standards, ethics, cybersecurity, environmental compliance, and supply chain security, notably enforcement against telecommunications equipment from certain foreign sources and safeguarding controlled unclassified information per NIST standards. The contract contains a unique organizational conflict of interest clause that restricts contractors engaged in systems engineering from future supply roles, enhancing fairness and integrity in contract performance. Invoicing is exclusively electronic via the Wide Area WorkFlow system, and labeling of deliverables must comply with MIL-STD-129 and MIL-STD-130 using 2D Data Matrix symbology for traceability. Evaluation will be based primarily on lowest price technically acceptable, emphasizing both cost competitiveness and adherence to technical requirements. The contractual framework underscores a high priority on security clearances, site access protocols, regulatory compliance, and coordination to ensure successful and compliant execution of the cooling tower repairs.
