Full Description
This notice is issued in accordance with the Revolutionary FAR Overhaul (RFO) Part 12, specifically RFO 12.102(a) (Restricting Competition) and RFO 5.101. The Government intends to award a Firm-Fixed-Price commercial construction contract on a sole source basis to PP91 Enterprises, Inc, (UEI: TK2SC8CCNUL4), an 8(a) small business.
The Government has a requirement for the specialized mechanical and software re-configuration of the facility's existing HVAC System . The scope of work includes, but is not limited to:
- Re-programming and re-configuration of the chiller control sequences to align with updated building occupancy schedules.
- Integration of the mechanical piping and variable frequency drives (VFDs) between the chiller system and the ERU dampers.
- Testing, balancing, and commissioning of the combined HVAC/ERU loop to ensure optimal energy efficiency and air exchange metrics.
- Verification of compliance with building automation system (BAS) communication protocols.
The Government intends to solicit and negotiate a sole-source contract with the Original Construction Contractor, for the following critical technical and warranty reasons:
- Warranty Integrity: The HVAC Chiller, air handlers, and ERU systems were recently installed by the Original Construction Contractor and are currently under an active, comprehensive installer and manufacturer warranty. Performing physical or software re-configuration through any third-party mechanical contractor would immediately void the remaining warranty, exposing the Government to significant financial liability for future system repairs or failures.
- Specialized Technical Familiarity: Having designed and built the mechanical integration of this facility, the Original Construction Contractor has unmatched technical familiarity with the custom piping geometry, flow dynamics, and specific electrical hookups of this site. However, in accordance with RFO publicizing and simplified commercial guidelines, any responsible source that believes it can fully meet the Government’s requirements may submit a capability statement, proposal, or quotation which shall be considered by the agency.
