The Department of the Interior's National Business Center, acting on behalf of the Department of Homeland Security's Science and Technology Directorate, has issued a draft Broad Agency Announcement (BAA 10-CanScan) seeking innovative Non-Intrusive Inspection (NII) and Automated Threat Recognition (ATR) technologies for Customs and Border Protection (CBP) and the Transportation Security Administration (TSA). This initiative aims to enhance current inspection capabilities for vehicles, cargo conveyances, and air shipments through advanced imaging technologies that offer better penetration, resolution, contrast sensitivity, throughput, and automated material identification. The focus is on imaging-based systems capable of detecting hidden compartments, contraband, materials related to weapons of mass destruction, and stowaways, addressing limitations of existing molecular detection and imaging methods. The solicitation constitutes the entire effort for this technology development and includes a timeline with key dates: the pre-release was issued on December 17, 2009, full solicitation on January 4, 2010, and the proposal submission deadline set for February 17, 2010, at 4:30 p.m. EST. Contact with the technical point of contact was only permitted until January 4, 2010, and no questions are accepted via telephone. The BAA emphasizes research and development in physical, engineering, and life sciences. This procurement does not have a designated set-aside and is administered through the Department of the Interior’s acquisition services office in Herndon, Virginia.

THIS IS AN EMANDEMENT TO THE PRE-SOLICITATION NOTICE ISSUED FOR BAA 10-CANSCAN The Department of the Interior, National Business Center, (DOI/NBC) on behalf of the Department of Homeland Security, Science and Technology Directorate (DHS S&T) is issuing this DRAFT Broad Agency Announcement (BAA) for innovative Non-Intrusive Inspection (NII) and Automated Threat Recognition (ATR) Technologies for use by Customs and Border Protection (CBP) and the Transportation Security Administration (TSA). Both CBP and TSA have a need to improve technologies currently being deployed for inspecting incoming vehicles, cargo conveyances, and air-cargo shipments. Current NII technologies employed by CBP and TSA include (1) trace material detection of highly specific molecules using technologies such as canine teams or chemical analysis of surface swipes and 'puffs' of air, and (2) imaging inspection using technologies primarily based on X-ray and gamma-ray systems. Imaging systems inherently have lower material specificity than molecular detection systems. This BAA focuses entirely on imaging-based technologies, which allow a detailed inspection of vehicles as well as interiors of large cargo and air shipping containers. Adversaries may use hidden compartments or other methods of concealment to smuggle contraband across the US border. The ultimate goal of this effort is to provide CBP and TSA with improved NII technologies for enhanced screening, examination, and detection of contraband, hidden compartments, materials for weapons of mass destruction/mass effect, and human stowaways. To achieve this goal these new NII systems will have improved penetration, resolution, contrast sensitivity, and throughput, as well as automated material identification capability. This BAA 10-CanScan constitutes the entire solicitation for this effort. No further solicitation regarding this notice will be issued. The closing date for this BAA is February 16, 2010. Important: December 17: Pre-release issued January 4, 2010: Full Solicitation issued January 4, 2010 through February 17, 2010: Proposals Submitted and Accepted February 17, 2010: Deadline for Submission of proposals is 4:30 p.m. (Eastern Standard Time (EST) Contact with Technical Point of Contact: Please note that contact with the Technical Point of Contact is allowed up to January 4, 2010. The entire BAA is available at http://www.aqd.nbc.gov/solicitations. NAICS Code: 541712, Research and Development in the Physical, Engineering, and Live Sciences. No questions concerning this BAA will be accepted by telephone.

2026년도 국제공동연구 신속지원사업 신규과제 공모
Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

V--Exclusive Use Helicopter Flight Services, Yosemite
Solicitation # 140D0426R0068
Solicitation 140D0426R0068 is an Indefinite Quantity contract set aside for small businesses to provide exclusive use helicopter flight services at Yosemite National Park, with a designated reporting base at Crane Flat Helbase. The contractor is responsible for providing a turbine engine aircraft with skid landing gear and dual hydraulics, capable of a 1,500-pound non-jettisonable payload at 7,000 feet pressure altitude and 30 degrees Celsius. Operations involve transporting personnel and cargo for natural resource missions, including search and rescue, fire suppression, aerial ignition, and law enforcement reconnaissance, often operating between 2,000 and 14,000 feet MSL in temperatures exceeding 38 degrees Celsius. The scope of work requires the provision of all pilots, fuel, and a fuel servicing vehicle, with pilots holding at least an FAA commercial pilot certificate and rotorcraft-helicopter rating. The government will award the contract based on best value, utilizing a tradeoff analysis where technical capability, organizational safety, and past performance are weighted equally and are significantly more important than the total evaluated price. Performance periods are estimated for Year Two (March 2028 to February 2029) and Year Three (March 2029 to February 2030). Invoicing must be processed electronically through the Invoice Processing Platform with required Aircraft Use Reports. Strict equipment standards apply, including specific high-visibility markings for rotor blades and color-coded fuel identification for servicing vehicles. Proposals must be submitted via email to the Interior Business Center and organized into volumes covering the offer, technical capability, and organizational safety.
