Back-up Power Generation System Services and Repairs

The City of Raleigh is soliciting proposals for multiple vendors to provide expert-level, on-call emergency and scheduled repair services for backup power generation systems supporting Raleigh Water. The scope of work encompasses Water and Wastewater Treatment Plants, pump stations, lift stations, booster pump stations, and storage tank sites. Contractors will be responsible for the diagnosis and repair of diesel and natural gas generator units, control and monitoring panels, automatic transfer switches, battery systems, fuel delivery systems, exhaust and cooling systems, and related switchgear. All work must adhere to NFPA 70, 99, and 110 standards, OSHA requirements, and the City's ISO 14001:2004 certified Environmental Management System protocols. Proposals are due by October 30, 2026, and will be evaluated based on weighted criteria, with the most qualified firms selected following negotiations. Technical requirements include technicians certified in brands such as Caterpillar, Cummins, Generac, and Kohler, with at least one technician per shift qualified in both engine and electrical components. Pricing is structured on a time-and-materials basis, including standard, after-hours, holiday, and emergency hourly rates, along with mark-up percentages for parts and rented equipment. Awarded vendors must maintain comprehensive insurance coverage, including Commercial General Liability of at least 1 million dollars per occurrence and 2 million dollars aggregate, and must be registered to conduct business in North Carolina.
