The Royal Canadian Mounted Police is seeking bids for a firm quantity of 10,000 Badge, Cap, Cloth items in compliance with specification G.S. 1045-117 dated 2024-08-02, with an additional flexible stock quantity of up to 5,000 units available for ordering within 48 months after contract award. The procurement is strictly limited to Canadian goods as defined under Article 503.4(b) of the Canadian Free Trade Agreement, meaning items must be wholly manufactured or originated in Canada, or have undergone sufficient transformation under CUSMA Rules of Origin with the term “territory of one or more of the Parties” interpreted solely as “Canada.” The procurement will proceed in two phases: Phase 1 requires interested suppliers to submit a completed and signed Submission of Interest form along with a Non-Disclosure and Confidentiality of Information Agreement via email to the Contracting Authority by the deadline of June 12, 2026; failure to submit both documents in full and on time, or any deviation from the required submission method, will result in disqualification. All information exchanged under this phase is strictly confidential, governed by Ontario law, and may not be used, reproduced, disclosed, or transmitted without Canada’s prior written consent, with penalties including liability for any losses and potential legal action. Only bidders who successfully complete Phase 1 will receive the formal solicitation package in Phase 2, which will contain detailed specifications, packaging requirements, and pricing instructions. Environmental sustainability is mandatory, with environmentally preferable packaging required as a pass/fail criterion; failure to meet these standards renders a bid non-responsive. The award will be made to the lowest evaluated responsive bid, based solely on price, with one contract anticipated. Suppliers must represent that they are the same legal entity in both phases and that their designated representative is fully authorized to bind the organization. Canada reserves the right to modify, terminate, or cancel the procurement at any time without liability, and all correspondence must be conducted in either English or French. The sole point of contact is Trina Nurse of the RCMP Procurement, Materiel and Assets Management Branch in Ottawa, and bidders are solely responsible for monitoring the Government Electronic Tendering Service for any amendments or updates, as no direct notifications will be issued. Only Canadian suppliers, suppliers from applicable trading partners, and non-trading partners are eligible, provided they comply with all terms. Participation in the Indigenous Business Directory is encouraged but not

Canada may also consider a product that contains imported components to be a Canadian Good for the purpose of this policy when it has undergone sufficient change in Canada in a manner that satisfies the definition specified under the Canada-United States-Mexico Agreement (CUSMA) Rules of Origin. For the purposes of this determination, the reference in the CUSMA Rules of Origin to "territory of one or more of the Parties" is replaced with "Canada". Phase 1 of the Proposed Procurement (Submission of Interest): To participate in this requirement, Interested Bidders must complete and sign the attached SUBMISSION OF INTEREST form and Non-Disclosure and Confidentiality of Information Agreement (NDCIA) and send them via email to the Contracting Authority. A completed and signed SUBMISSION OF INTEREST form and NDCIA sent via email to the Contracting Authority will be the only accepted means for Interested Bidders to express interest in the requirement. Expression of interest by any other means will not be considered. If any information is missing from the SUBMISSION OF INTEREST form, the Contracting Authority will inform the Interested Bidders of a timeframe within which to provide the information. If the Interested Bidders fail to provide the missing information within the timeframe, their submission of interest will not be considered. If the NDCIA is not submitted, duly completed or signed, the Contracting Authority will inform the Interested Bidders of a timeframe within which to provide the duly completed and signed NDCIA. If the Interested Bidders fail to provide the duly completed and signed NDCIA within the timeframe, their submission of interest will not be considered. Enquiries received after that time may not be answered. Canada will accept submissions and enquiries in either official language of Canada. Canada will post all amendments, including significant enquiries received and their replies, using Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/tender-opportunities. It is the sole responsibility of the Interested Bidders to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Interested Bidders part nor for notification services offered by a third party.
