The BAK-15 consists of a net barrier system that allows trainer aircraft engagement and a hook cable interconnection system enabling engagement via a tail hook, primarily used for emergency recovery of USAF non-propeller trainer aircraft. The contract includes the delivery of various configurations of the BAK-15 system, with maximum quantities limited to three units for the first item and two units each for the second and third items. Additionally, the contractor is required to develop and deliver MIL-SPEC technical manuals in SGML format, installation drawings including AutoCAD and PDF files to facilitate unassisted installation, and training materials. On-site training for up to 20 USAF personnel is also mandated. The solicitation plans for delivery within 210 days after receipt of order, with shipments to multiple locations on an FOB origin basis. The procurement is designated as sole or limited source, restricted to Engineering Arresting Systems Corporation (ESCO) and Scandinavian Manufacturing (SCAMA), with potential consideration for other responsible sources only if they can demonstrate previous or current supply of comparable net barrier systems to the Department of Defense or foreign users and provide detailed technical documentation. The Request for Proposal is anticipated to be released around May 4, 2012, though it will not be publicly posted; interested parties must request a copy via the specified contacts.
