AI Contract Overview
This solicitation, identified as W912TF26QA009, is a combined synopsis and Request for Quote (RFQ) issued by the New Hampshire Army National Guard under the Department of Defense for the procurement of two musical instruments: one flute and one tuba, both intended for concert band use. The requirement is 100% set aside for small businesses as defined by the NAICS code 339992, with a size standard of 1,000 employees, and all offerors must be registered in the System for Award Management (SAM) with an active status at the time of award. The contract will be awarded on a Firm-Fixed Price basis, and delivery must be made FOB Destination to 722 Riverwood Drive, Pembroke, NH 03275. The initial response deadline was extended from May 1, 2026, to May 27, 2026, following two amendments: the first added a brand name requirement for the tuba (Willson 3100S 5V 5/4 BBb Tuba) and the second revised the salient characteristics for the flute, including specific material, bore size, key system, and accessory requirements. Both instruments must meet exact technical specifications, such as the flute’s 14k gold riser body, open-hole French key design, offset split-E mechanism, and full three-octave range, and the tuba’s 17–20 inch bell, silver-plated finish, and standard concert tuba bore. Evaluation will be based on a trade-off approach, considering technical acceptability and price, with award going to the most advantageous offeror, not necessarily the lowest price. Proposals must be submitted electronically via Wide Area WorkFlow (WAWF) by the deadline, and all technical inquiries must be submitted in writing via email to designated points of contact by April 21, 2026. The Government will conduct acceptance at the destination, and the award is subject to regulatory compliance including Buy American, prohibitions on procurement from the Xinjiang Uyghur Autonomous Region and the Maduro regime, anti-trafficking, and equal opportunity clauses. Quotes must remain valid for sixty days, and offerors must comply with all representations, certifications, and subcontracting limitations applicable to small business set-asides.
