The contract is for the procurement of a 25-yard elastic bandage with an open netted design and built-in dispenser, intended to hold wet or dry dressings in place on large head, cranium, ears, face, neck, and child’s chest areas. The bandage is composed of rubber blended with nylon and polyester and is classified as a Class I medical device under FDA Regulation 880.5075, requiring compliance with registration, labeling, and GMP standards even though a 510(k) premarket notification is not required. The unit of issue is each, and only one unit is requested. All items must be delivered within five days of order receipt, with FOB destination terms applying to the specified delivery point at Cheatham Annex in Williamsburg, Virginia. Shipping must be via the fastest traceable means, and parcel post is expressly prohibited. The bandage must be packaged commercially in accordance with ASTM D3951 unless classified as hazardous under FED-STD-313, in which case TQ requirement IP025 governs. All packaging must include sealed unit containers to prevent damage, and exterior shipping containers must ensure safe, cost-effective delivery by common carrier. Marking must strictly follow Medical Marking Standard No. 1, superseding MIL-STD-129, and compliance with DLA’s Master List of Technical and Quality Requirements is mandatory. The solicitation prohibits the use of additive manufacturing for any component and requires submission of a Safety Data Sheet prior to award. Offers that include items produced through additive manufacturing, lack required technical data for alternatives, or fail to submit the Safety Data Sheet are ineligible for award. The solicitation is not a small business set-aside, but the government may apply the HUBZone price evaluation preference. Contractors must use WAWF for electronic submission of invoices and receiving reports, and must represent compliance with regulations regarding covered telecommunications equipment, whistleblower rights, cybersecurity safeguards, and the Buy American Act and Berry Amendment restrictions. All offers must be submitted via the DIBBS portal by the deadline, and the contract is governed by the DLA Master Solicitation for Automated Simplified Acquisitions Revision 105, incorporating numerous FAR and DFARS clauses related to contract administration, inspection, payment, and compliance.
