This solicitation, issued as a combined synopsis and solicitation under FAR Part 12, seeks commercial products for the supply and delivery of greenhouse refurbishment materials to the Federal Prison Camp Alderson in West Virginia. The requirement is a total small business set-aside under NAICS code 424910, with a size standard of 200 employees, and is open only to registered small businesses. The core deliverable involves providing 8mm twin-wall polycarbonate covering, aluminum extrusions, fasteners, closure strips, and associated tapes for the renovation of a 50 x 50-foot greenhouse structure to support the FSA Horticulture and Composting Program. All items must meet specified quality standards, carry a 10-year manufacturer warranty, and comply with applicable federal, state, and local codes including the International Building Code, NFPA, OSHA, and American Correctional Association standards. The contract is firm-fixed-price, with award based on evaluation of price, past performance, technical capability, and warranty, where price constitutes 50% of the evaluation weighting and non-price factors combined equal the other 50%. Bidders must be registered in SAM.gov and must complete all required representations and certifications at time of submission. Delivery is FOB at the facility located at 1 Glen Ray Road, Alderson, WV 24910, and no installation, removal, or disposal of existing materials is required. Due to institutional security protocols and the absence of a dedicated loading dock, all freight must be fully palletized and strategically positioned within the transport vehicle to allow for unobstructed, direct extraction using forklift or pallet jack—government personnel are strictly prohibited from entering vehicles to rearrange cargo. Failure to meet these staging and accessibility requirements will result in immediate refusal of the shipment at the vendor’s expense. Submissions must be sent via email to arhedrick@bop.gov no later than June 10, 2026, at 2:00 p.m. EST, with faxed or hand-delivered bids rejected. Offerors must include specification sheets and product submittals with their quotation, and access to proprietary materials—including four JPG photos and a PDF greenhouse sketch—is available exclusively through SAM.gov and must be handled with strict confidentiality, prohibiting reproduction or use beyond bidding purposes. Inspection by a government representative upon or after delivery determines acceptance; deviations in brand, quality, or specifications will result in refusal and return at the vendor’s cost, with no
