1. INTRODUCTION & SYNOPSIS


This announcement is a formal Request for Prototype Proposal (RPP) issued by the Mission & Installation Contracting Command (MICC) – Fort Campbell on behalf of the Directorate of Public Works (DPW) at Fort Campbell, Kentucky. The Government is seeking competitive prototype proposals to design, integrate, and execute a modernized facility management solution across 58 unaccompanied housing (barracks) facilities. The prototype will integrate an advanced, secure Enterprise Asset Management (EAM) software platform with cross-trained physical maintenance execution to streamline work order triage, optimize Between Occupancy Maintenance (BOM), and execute proactive Preventative Maintenance Orders (PMO).


Authority: 10 U.S.C. § 4022, Other Transaction Authority (OTA) for Prototype Projects.


Agreement Type: The Government intends to award a single Other Transaction (OT) agreement.


Follow-on Production / Sustainment: Offerors are advised that in accordance with 10 U.S.C. § 4022(f), successful completion of this prototype project may result in the award of a non-competitive, follow-on production/sustainment agreement or contract without further competition.


2. BACKGROUND


Fort Campbell DPW is responsible for maintaining unaccompanied housing infrastructure that directly impacts Soldier readiness and Quality of Life (QoL). The current operating model relies heavily on manual administrative workflows, disparate tracking mechanisms, and reactive maintenance practices, leading to extended vacancy timelines during unit rotations, misdiagnosed service dispatches, and increased facility wear.


This prototype project seeks to validate a modernized operational model that combines commercial best practices with enterprise Army platforms (including integration with ArMA, GFEBS, and the forthcoming enterprise IBM Maximo migration). Key modernization elements include QR-code-enabled request intake, automated work order routing, decentralized parts staging solutions (e.g., smart lockers), and dual-track maintenance (physical inspections for legacy systems and sensor-based monitoring for modern equipment).


3. ELIGIBILITY


This RPP is open to all responsible business entities. In accordance with 10 U.S.C. § 4022(d)(1), an award may only be made if at least one of the following conditions is met:


At least one nontraditional defense contractor or small business participates to a significant extent in the prototype project; OR


All significant participants in the transaction other than the Federal Government are small businesses or nontraditional defense contractors; OR


At least one-third (1/3) of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government (cost share); OR


The Senior Procurement Executive provides written approval for exceptional circumstances.
