Bathroom Upgrades – Ford Ferndale

The Windsor Essex Community Housing Corporation (CHC) has issued Request for Tender RFT 26-RR-07-02 for the restoration and upgrade of bathrooms at the Ford Ferndale Development and various other CHC locations. The scope of work includes the removal and disposal of existing fixtures and the installation of new vinyl flooring, toilets, vanities, and necessary plumbing re-work for both full and half bathrooms. Proponents are required to maintain a production rate of at least 10 units per week, with an initial milestone of starting within 8 weeks of the award and total completion expected within 9 weeks. To ensure safety and compliance with the Ontario Occupational Health and Safety Act, the project incorporates designated substances assessments, though recent laboratory analysis of bathroom flooring has returned no detected asbestos. Bids must be submitted electronically via the bidsandtenders.ca portal no later than October 19, 2026. Mandatory submission requirements include a completed Price Quote and Submission Form, a signed contract template, and submission security. CHC will evaluate proposals based on a direct comparison of quotes and an assessment of performance risk, specifically requiring evidence of at least three similar projects completed within the last five years. Successful proponents must provide a performance bond equal to 50% of the lump sum, and a labour and material payment bond if the contract exceeds $500,000. Payment terms are set at 45 days following the submission of monthly invoices and an approved schedule of values.
