The Naval Sea Systems Command (NAVSEA) is seeking industry comments on a DRAFT solicitation and Tactical Data Package (TDP) for the production, implementation of Engineering Change Proposals (ECP), hardware obsolescence upgrades and sustainment of modules/components of Virtual Tactical Bridge embarked Shipboard Radio systems (VTBeSR). This notice is related to previous RFI Notice N00024-21-R-5104. The DRAFT solicitation (Attachment 1) includes selected sections for industry questions and comments. The Government will be accepting comments through 02 September 2021. Questions and comments must be electronically submitted using the format provided as Attachment 2 to Kerry Payne (Kerry.Payne@navy.mil). Any questions or comments that are submitted may be publicly released. Interested parties may request a copy of the TDP using the procedures found in Attachment 3. The VTBeSR end product will provide the ability for the training community to communicate with each other, to coordinate exercises and events, and enable real-time role-playing training. In-port, the VTBeSR will provide additional voice circuits for exercises and events where Radio Frequency (RF) usage is limited. Underway, the VTBeSR will provide a bridge to allow virtual shore-based participants to communicate with live participants using the Navy Continuous Training Environment (NCTE) networking and communications infrastructure. This acquisition supports the production of the required voice modules which will be delivered as Government Furnished Equipment (GFE) and subsumed in the production of the VTBeSR unit as part of the Battle Force Tactical Training (BFTT) and Advanced Training Domain (ATD) systems production contract. PEO IWS 1IT currently provides the development, test, integration, and delivery of tactical training systems to U.S. Navy Surface Ships and shore sites and may provide to Foreign Military Sale (FMS) customers in the future. This procurement is planned to be a 100% small business set aside. The BFTT/ATD Program is an Acquisition Category (ACAT) IV-M program that provides the hardware and software required to integrate onboard tactical trainers, simulators and stimulators into a baseline to enable shipboard multi-warfare and multi-ship combat system team training capability. To fulfill this requirement IWS 1IT is in need of a commercial contractor with the experience, capability, and capacity to provide production units and engineering support. Requirements will include module production, systems engineering, hardware procurement, testing, repair, and documentation as required for US Navy ships and selected shore sites. NAVSEA is contemplating Firm Fixed Price (FFP) CLINs for the VTB, Voice Matrix and T-junction First Article Units, subsequent Production Units, and Module Test Fixtures. NAVSEA is considering Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) CLINs for System Engineering and Technical Support. NAVSEA is also considering Cost-Only Travel and Other Direct Cost (ODC) Material CLINs to support the CPFF LOE labor engineering, and a Not Separately Price (NSP) Data CLIN. DISCLAIMER: SAM is the single point of entry for posting of synopsis and solicitations to the internet. This notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a final solicitation is issued in the future, it will be announced via SAM and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a Request For Proposal (RFP) or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract.

Solicitation # N00025-26-R-5246
The U.S. Navy, through the Portfolio Acquisition Executive Mission Systems and PEO IWS 6.0, is soliciting proposals for the development, production, integration, testing, fielding, and lifecycle sustainment of the Electronic Chart Display and Information System (ECDIS) hardware and software. This effort supports navigation requirements for both surface and subsurface platforms, specifically focusing on the manufacture and assembly of AN/SYN-1 and Scalable Integrated Bridge System (S-IBS) hardware, alongside the maintenance and modification of software using Government Furnished Information. The anticipated contract structure consists of one base year and four one-year option periods beginning in FY27, with an award expected in Q4 FY27. USS MAKIN ISLAND (LHD 8) FY28 Docking Selected Restricted Availability (DSRA) Request for Proposal(s)
Solicitation # N0002426R4421
The Naval Sea Systems Command (NAVSEA) is soliciting proposals for the USS MAKIN ISLAND (LHD 8) Fiscal Year 2028 Docking Selected Restricted Availability (DSRA). This Signature Availability is a comprehensive effort combining maintenance, modernization, and repair, requiring a contractor with substantial West Coast facilities, including a capable pier for the LHD ship class. The project is expected to begin in November 2027 and reach completion by October 30, 2029. Due to the complexity and magnitude of the requirements, the procurement is not set aside for small businesses. The government intends to make a single Firm Fixed-Price award in or before March 2027 based on a best-value trade-off source selection process. The scope of work encompasses extensive tasks including structural welding, cabling, piping, electrical and ventilation work, and overhauls of the propulsion and electric plants. Key deliverables include an integrated production schedule and participation in initial schedule model and work package execution reviews. Evaluation will prioritize non-price factors, specifically technical eligibility, physical resource capacity, manpower, and past performance, which are considered significantly more important than price. Proposals must be submitted via the PIEE Solicitation Module by November 9, 2026, divided into a Price Volume and a Technical Volume. The contract includes specific provisions for growth work, with estimated requirements of 211,989 direct labor hours and over 9.5 million dollars in materials, alongside a maximum incentive available of 15 million dollars.

Shipboard Air Conditioning Plant System Sustainment Plan (SSP)
Solicitation # N0002427R4452
Navsea HQ is conducting market research under solicitation N0002427R4452 to identify capable sources for the Shipboard Air Conditioning Plant System Sustainment Plan (SSP). This initiative aims to standardize and scale the sustainment of centrifugal, reciprocating, and rotary air conditioning plants for U.S. Navy surface ships worldwide. The government is evaluating various acquisition strategies, including a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract or multiple-source arrangements, to improve materiel condition and operational availability across diverse ship classes and geographic locations. The contemplated scope of work encompasses six primary capability areas: executing Major AC Plant Pit Stops and overseeing Minor Pit Stops, both of which must be completed within a mandatory six-week window; providing embedded AC&R technical expertise at Shore Intermediate Maintenance Activities (SIMAs) for Sailor training and oversight; supplying OEM AC plant materiel and repair parts; managing a global warehouse and rotable pool for Overhaul Parts Packages (OPPs); providing configuration-specific engineering, technical data, and integrated product support; and delivering global unplanned and emergent field services. Interested respondents must submit a response by October 28, 2026, including a completed Capability Certification Matrix and supporting evidence of their ability to perform these requirements organically or through teaming arrangements.
