The contract involves a sole source award to L3 Communications Systems East for the procurement of 258 Battlefield Anti-Intrusion Systems (BAIS), AN/PRS-9, along with associated spare parts. Each system includes seismic/acoustic sensor kits, handheld monitors, and electronic equipment covers. Spare parts consist of various motion detectors, antenna motion detectors, MIC/GEO assemblies, radio and antenna receivers, programming cables, and earphones. The BAIS is a modular sensor-based early warning system designed to detect and warn of intrusion across a platoon’s defensive front, providing situational awareness to platoon, company, and battalion levels. It can cover distances of up to two kilometers, weighs 11.5 pounds, and operates on 599 channels with up to 63 sensors per channel, using REMBASS-II sensor technology developed to meet the Platoon Early Warning Device requirements. L3 Communications Systems East is the exclusive source for this system, which is why the government is pursuing direct negotiation under FAR 6.302 authority. The BAIS is critical for tactical units as it offers vital early detection and classification of personnel and vehicle movement to enhance battlefield security. The Department of Defense office responsible for this contract is based at the Natick Contracting Division, supporting the Product Manager Force Protection Systems. The solicitation was announced in December 2008 with an expiration date of late December 2008, indicating the government’s intent to proceed quickly with this procurement to fulfill operational needs.
