AI Contract Overview
The contract solicits bids for the delivery of 3,750 tons of cobble rock, sized between 3 to 10 inches, to the Turpin Parking Lot off Glover’s Lane within the Farmington Bay Wildlife Management Area in Utah. This delivery is intended to support the reinforcement of the Turpin Dike Line, with all materials to be delivered by June 19, 2026. Importantly, the scope of work covers only the delivery of the rock, excluding any labor or construction work related to dike reinforcement. The contract will be awarded through a competitive Invitation for Bids (IFB) process by the State of Utah’s Division of Purchasing in coordination with the Wildlife Resources unit, and the award is expected to be a single contract granted to the lowest cost vendor who meets all responsiveness and responsibility criteria. This procurement is governed by Utah state-specific regulations rather than federal FAR clauses and incorporates stringent mandatory requirements including compliance with FedRAMP/GovRAMP security standards for cloud services, background checks, anti-boycott certifications, and certifications regarding the absence of forced labor or goods sourced from restricted foreign entities. Vendors must provision continuous monitoring access for State technology services and comply with strict timelines to achieve or maintain specific GovRAMP authorization levels. The contract term starts upon award and runs until the delivery deadline in mid-2026. Submission and communication occur through Utah’s procurement portal, U3P, and bids must be fully compliant with the detailed solicitation instructions to be considered responsive. No organizational conflict of interest clauses or key personnel requirements are specified. Contract administration details like invoicing processes or payment offices are not defined, and while packaging standards are minimal, product labeling and confidentiality markings are mandatory where applicable. All cloud-related services must be delivered using State-managed accounts without passing hosting costs to the State. The contract disallows any vendor terms or conditions that deviate from the State’s standard provisions unless expressly approved during the solicitation’s Q&A phase. The contract allows for amendments to expand participation to other executive branches and for technology upgrades within the original scope. Delivery inspection and acceptance are implied to occur at the specified destination, with ultimate acceptance authority retained by the State of Utah.
