BDO USA, P.C. provides deliverables-based information technology services (DBITS) through a master cooperative contract with the Texas Department of Information Resources. The scope of work is limited strictly to services, prohibiting the sale of hardware or software products and the use of resellers. Awarded capabilities include application development, maintenance, support, technology upgrades, migration, transformation, and enterprise resource planning under Technology Category 1; business intelligence, data management, analytics, and automation under Technology Category 2; and project and program management under Technology Category 4. These services are available to state and local governments, public education institutions, and other public entities both within and outside of Texas. The contract operates under a best value trade-off methodology, emphasizing respondent history, experience, and customer support plans over a lowest-price approach. Performance is executed using Agile methodology, where the vendor works in iterative sprints under the direction of an agency product owner to meet defined acceptance criteria and service level agreements. All deliverables must comply with WCAG 2.1 AA and Section 508 accessibility standards. The agreement includes a 0.75% DIR administrative fee and requires adherence to strict Texas government codes, including HUB subcontracting plans and financial stability thresholds. Performance locations are determined on a per-project basis as agreed upon by the requesting customer.
