Beaufort County, South Carolina is seeking qualified architectural and engineering firms to provide design services for a new Bloodhound Kennel Facility at the Beaufort County Animal Shelter Campus located at 10 Pritcher Point Road in Okatie. The existing kennels, located at a former animal shelter site, are obsolete and must be replaced to meet operational needs, as the current location is slated for future County use. This solicitation is strictly for professional design services, with construction to be procured separately. The project involves the development of a roughly 1,400 square foot purpose-built facility featuring eight dog runs, a feed and preparation room, and a wash area, designed to integrate seamlessly with the existing campus while meeting the durability and climate control demands of the coastal South Carolina environment. All design work must comply with Beaufort County standards, applicable state and federal regulations including Title VI, ADA requirements, and state building codes, ensuring animal welfare and staff safety. Proposals must be submitted electronically via the Beaufort County Procurement Portal by July 1, 2026, at 3:00 PM EST, and will be evaluated on four equally weighted factors: relevant experience within the past five years, design quality and methodology, understanding of project goals, and team qualifications. The award will be made on a trade-off basis, considering both technical merit and price, rather than using a lowest price technically acceptable approach. Offerors must provide detailed organizational charts, resumes of key personnel, and certifications regarding debarment status, non-segregated facilities, and litigation history related to prior performance. All subcontractors require prior approval, and Title VI compliance must be flowed down to all tiers. The County retains sole ownership of all deliverables, including designs and documentation. Performance is contingent upon annual funding appropriations, and the contract may terminate automatically without penalty if funds are not appropriated. Termination for convenience or default is permitted under defined conditions, with payment limited to costs incurred up to termination, excluding lost profits.
