Behavioral Health Training Services

The County of Santa Clara Behavioral Health Services Department is soliciting statements of qualifications under RFSQ-BHS-FY25-0176 to establish a qualified pool of consultants for behavioral health training services. The scope of work covers five primary categories: Evidence Based Practice, Cultural Humility and Ethnic Services, 2SLGBTQIA+ Affirming Care, Quality Practice, and Collaborative Care Professional Trainings. Selected consultants will provide training, consultations, and technical assistance, with deliverables including training modules, handouts, and pre- and post-training assessments to measure effectiveness. The contract is structured as a two-phase process where qualified offerors are first placed in a pool and subsequently invited to submit proposals for specific Work Order Proposal Requests. The initial contract term is estimated to begin July 1, 2025, for a duration of 12 months, with the option for four annual renewals. Performance may be delivered in-person, remotely, or via a hybrid model within Santa Clara County, California. Evaluation is based on a 100-point scale, heavily weighting organizational experience and the proposed program description, with a minimum threshold of 70 points required to advance. Special contractual requirements include strict adherence to California pay equity and wage laws, requiring contractors to disclose any relevant final judgments and provide annual notices to employees.
