Full Description

The Project proposes a General Plan Amendment (GPA) for the 35.13-acre Bel Air Greens property to change the property’s current General Plan land use designation from Open Space – Parks and Recreation to Very Low Density Residential (“VLDR”) with a density of 2.1- 4 du/ac. The site is currently zoned R-1-C Single-Family Residential (10,000 SF lots), which is inconsistent with the site’s existing Open Space land use designation, but consistent with the proposed GPA. The Applicant’s intent is to pursue the approval of entitlements to allow the subdivision of land for future single-family residential uses. A formal subdivision application is not proposed at this time; however, a conceptual lot plan has been provided that includes 74 single-family residential lots and 11 open space lots for a total of 85 lots. The conceptual lot plan also includes the extension of Mesquite Avenue from Compadre Road to El Cielo Road and reserves approximately 5.5 acres along the northerly portion of the project site for “Desert Greenway” in accordance with the Golf Course Conversion Ordinance. The northern 19.65-acres of the site and lot plan contains 33 residential lots for a density of 1.679 du/ac, and the southern 15.48 acres of the site contains 41 residential lots for a density of 2.649 du/ac. The proposed VLDR permits a density range of 2.1 to 4 du/ac, meaning future development of the site will likely require a Development Agreement (“DA”) for a density transfer that transfers density from the southern APN to the northern APN.

Village 5 & Special Use District B Draft Partially Reciculuated EIRThe City of Lincoln is seeking to annex approximately 2,721.42 acres of unincorporated territory to expand its municipal boundaries and extend essential services to support planned residential, commercial, and public recreational development. This proposed annexation is part of a broader effort to integrate the area into the city’s infrastructure, ensuring access to utilities, public safety, zoning enforcement, and park systems. The initiative is tied to the Village 5 & Special Use District B Draft Partially Recirculated EIR, indicating that environmental review is underway to assess impacts and mitigate concerns related to land use changes and development patterns. The planning and community development departments of Lincoln are leading the effort, with direct contact provided by the Planning Manager and Community Development Director for inquiries and coordination. The project is being managed through official California environmental review channels, as evidenced by the link to the CEQA Net project database, and involves coordination with regional stakeholders, including Placer County’s Executive Director. Although the solicitation does not specify a contract award or funding mechanism, the public documentation and point of contact details suggest an active and transparent process aimed at securing community input before finalizing the annexation. The proposed change is designed to promote orderly growth, enhance service delivery, and align land use with the city’s long-term development goals, particularly in areas identified for future housing and economic activity.

Heart of Norwalk Specific Plan
Solicitation # 2024040140
The City of Norwalk is advancing the Heart of Norwalk Specific Plan, a comprehensive land use initiative targeting a 615-acre area centered around key corridors including Firestone Boulevard, Front Street, and San Antonio Drive. The plan includes a major redevelopment component involving the demolition of the existing Hotel Saddleback and the subdivision of its 7.7-acre parcel into two distinct uses: 5.88 acres designated for a new residential community comprising 120 units—70 townhomes and 50 single-family homes—and 1.81 acres reserved for a new hotel of up to 130 keys with a maximum of 104 parking spaces. This development is part of a broader strategy to increase residential density, promote mixed-use environments, and reduce overall non-residential square footage across the plan area, with projections indicating up to 3,087 new residential units and 173,250 square feet of new commercial space by 2055. The initiative aligns with regional growth forecasts from SCAG and is governed by the California Environmental Quality Act (CEQA), with the Final Environmental Impact Report serving as the foundational regulatory document. All environmental review, mitigation, and compliance oversight are managed by the City of Norwalk as the lead agency, with public input, agency coordination, and enforcement of mitigation measures tracked through the Mitigation Monitoring and Reporting Program. The project has undergone a multi-phase environmental review process, beginning with the release of the Draft Environmental Impact Report for public comment between June 24 and August 8, 2025, and culminating in certification of the Final Environmental Impact Report on December 16, 2025. The plan introduces updated zoning maps and district-specific development standards, establishing design controls for height, setbacks, density, and historic preservation, especially within newly designated areas like the Front Street Historic District and Town Square District. Infrastructure coordination, particularly with wastewater and stormwater systems managed by Los Angeles County Sanitation Districts, is critical to securing permit compliance and ensuring capacity for new development. Although the plan involves significant construction and land use changes, it is not a traditional procurement contract, and no federal acquisition regulations, contract clauses, pricing, payment terms, or contractor selection criteria apply. Instead, approval relies on administrative and legislative action by the Norwalk City Council following CEQA compliance, with no competitive bidding process, contract value, or contracting officer roles defined. Engagement is conducted through public comment, agency correspondence, and direct submissions
