BI 0107 Channel Invert Repairs/East Canyon Channel Wall Repairs

The BI 0107 Channel Invert Repairs and East Canyon Channel Wall Repairs project, managed by the Los Angeles County Flood Control District and administered through the Los Angeles County Public Works Stormwater Maintenance Division, involves critical maintenance and improvements at three sites in Pacoima and Mission Hills. The scope of work is designed to eliminate flow restrictions and prevent further structural damage. At Location 1, the project includes replacing, regrading, and recompacting a 300 square foot trapezoidal segment. Location 2 requires the in-kind replacement of approximately 41 feet of damaged wall panels using temporary shoring. Location 3 involves installing three 15-foot steel braces, drilling and bonding dowels at the splitter wall base, and applying epoxy filler to joints and cracks. Construction is scheduled to take place over a six-month period during the dry season, from April 2026 through October 2026. The contractor may work on all three locations concurrently in a single phase, utilizing water diversion if necessary to manage incidental summertime flow. This project is classified under NAICS code 237990 and is exempt from CEQA as it consists of repairs to existing flood control structures without altering their capacity or use.
