Sealed bids for Ephrata Borough Traffic Signal Upgrades – Ephrata Borough Bid #26-3 will be received online by the Borough of Ephrata via PennBid (https://pennbid.bonfirehub.com) until 10:00 AM, local prevailing time, on Tuesday, July 21, 2026 at which time all bids will be publicly opened online. Ephrata Borough Council will act on the Bid at their regularly scheduled meeting on Monday, August 10, 2026. The bids must cover all costs for the completion of this project as set forth in the bidding documents. The principal items of work to be performed under the contract are provision and installation of radar detection system at the intersections West Main Street (SR 0322) & Apple Street/Hummer Road; East Main Street (SR 0322) & Spring Garden Street; and North Reading Road (SR 0272) & Grandview Drive. All Bidding documents are available online at no cost at (https://pennbid.bonefirehub.com). All work must be satisfactorily completed as soon as possible before December 11, 2026. Bid security in an amount not less than 10 percent of the amount of the bid will be required in the form of a certified check, cashier’s check, bank treasurer’s check, or satisfactory bid bond made payable to or naming as obligee the Borough of Ephrata. No bid may be withdrawn for a period of 60 calendar days after scheduled closing time for receipt of bids, except as permitted by law. Bidders are advised that they must comply with all state anti-kickback regulations pertaining to work associated with this project. You are required to submit an executed anti-collusion statement with this bid. Bidders shall be prequalified by the Pennsylvania Department of Transportation (PennDOT) pursuant to 67 Pa. Code, Chapter 457, Prequalification of Bidders. Bidders shall use only PennDOT-certified materials This contract is subject to current Pennsylvania Prevailing Wage Act conditions. This contract is subject to Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This contract is subject to PA Act 127 (Public Works Employment Verification). Contractor must submit verification forms acknowledging compliance with the Federal law concerning the use of the E-Verify Program. Providing verification is a pre-condition of the award of the contract. In addition, prior to commencing work on the project, the Contractor shall submit all subcontractor verification forms. This contract is subject to the non-discrimination in Employment/Contract Compliance Regulations conditions. A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract amount and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications. A pre-bid conference will not be held for this project. The Borough of Ephrata reserves the right to accept or reject any or all bids and to award the bid in the best interests of the Borough of Ephrata.
