Henry County is soliciting bids for the procurement of a fully operational incinerator for Animal Care and Control, capable of destroying controlled substances and condemned evidence. The scope of work includes the removal and disposal of the existing unit, as well as the furnishing, delivery, installation, configuration, testing, and commissioning of a new system. All equipment must be new and unused, and the contractor is responsible for providing all labor, supervision, and equipment, ensuring the site is restored to its original condition and all waste is removed upon completion. The contract will be awarded to the lowest responsive and responsible bidder, with evaluation factors including technical experience, physical business presence, resource adequacy, past performance, and the ability to provide future maintenance. Required submission documents include a bid price sheet, bid authorization affidavit, non-conflict of interest form, and certifications for the Georgia Security and Immigration Compliance Act and a drug-free workplace. Awardees must provide a bid bond of at least five percent of the total bid, as well as 100 percent performance and payment bonds within fifteen calendar days of notification.
