The City of Prince Rupert is soliciting proposals for design consultant services to support the Big Infrastructure Gap (BIG) Project, a comprehensive initiative to modernize aging water and sewer infrastructure within the community. The scope of work spans five distinct phases, beginning with the development of a Preliminary Engineering Report at 30% design level, which must confirm the foundational design scope and include class D cost estimates, followed by progressive detailed design submissions at 50%, 90%, and 100% completion levels. Each design milestone requires formal review and approval by the City before proceeding, with defined review periods and virtual presentations mandated to ensure alignment. The Consultant will also be responsible for preparing fully tender-ready construction procurement packages, supporting bid evaluation, contract award, and the issuance of Issued For Construction drawings, all to be completed by March 31, 2027. Following procurement, the Consultant will transition into contract administration, providing ongoing site inspections, quality audits, review of contractor submissions, issuance of progress certificates, management of Requests for Information, change orders, deficiency walkthroughs, and coordination of substantial performance declarations and lien holdbacks. Comprehensive construction records must be maintained throughout, with final closeout duties including an end-of-warranty site visit and submission of record drawings, commissioning documentation, and all required closeout forms. All design and implementation activities must adhere to strict deadlines, with key milestones beginning in September 2026 and culminating in project completion by March 31, 2028, and warranty closeout by March 31, 2029.
