The proposed sole source Cost-Plus-Fixed-Fee (CPFF) contract to provide specific research, development, test and evaluation, experimentation, and assessment to the Army, Navy, Air Force, other DoD and government agencies and industry in support of national security. The MSS contract supports WSMR, 704th Test Group at Holloman Air Force Base (HAFB), Center for Countermeasures (CCM), and Naval Sea Systems Command (NAVSEA), Port Hueneme detachment mission at WSMR with non-personal engineering and technical expertise for the operation, maintenance, research, development and other support of testing facilities, instrumentation, systems and equipment for test operations. The statutory authority for the sole source procurement is 10 U.S.C. 3204(a)(1), as implemented in FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.  Attached is the draft Performance Work Statement (PWS).
