The New York State Office for New Americans (ONA) is seeking to extend its existing contract with the Chinese-American Planning Council (CPC) for an additional 12 months, from August 1, 2025, through July 31, 2026. This extension aims to sustain the pilot Bilingual Coordinator Program, which provides culturally and linguistically responsive case management services to new Americans with developmental disabilities (DD) and their families in Brooklyn and other NYC boroughs. The program facilitates eligibility assessments for services through the NYS Office for People With Developmental Disabilities (OPWDD), offers referrals to mental health and disability resources, and hosts community workshops to raise awareness and improve access to available services. The initiative was launched in February 2023, and the extension allows sufficient time for the agency to release a new Request for Applications (RFA) to continue or expand the program. This contract is being awarded as a sole-source, single-source procurement due to the existing relationship with CPC, which is the designated recipient for this program. The contract value is estimated between $500,000 and $1,000,000, with the project primarily serving communities in Bronx, Kings, New York, Queens, and Richmond counties. The solicitation was posted on June 6, 2025, with a response deadline of June 13, 2025. For further inquiries, Coleen Kern from the NYS Department of State is the designated contact person.

The New York State Office for New Americans (ONA), through its Ramirez June Initiative, seeks to renew its contract for a one-year extension with a not-for-profit organization in Brooklyn to continue the pilot Bilingual Coordinator Program to provide direct case management support for new Americans with developmental disabilities (DD) and their families, serve as a connection to determine eligibility for services through the NYS Office for People With Developmental Disabilities (OPWDD), make referrals to other disability and mental health services and available resources, and host workshops to respond to the needs of the community and increase awareness of how to access available disability resources and services. ONA launched the pilot Bilingual Coordinator program with the Chinese-American Planning Council (CPC) in February 2023. Given the ongoing needs of the population being served, as well as an interest in reaching more clients, ONA is now seeking to extend its current contract with the CPC to continue hosting the pilot Bilingual Coordinator Program, which provides linguistically and culturally responsive services to new Americans with DD and their families in Brooklyn as well as clients from other boroughs in New York City. With this single source request, the current Bilingual Coordinator Program CPC contract will be extended for an additional 12-months, until July 31, 2026, ONA is seeking this extension in order to have sufficient time to release a new Request for Applications (RFA) for the Bilingual Coordinator program.
