Billerica Senior Center Elevator Modernization Consultant

The Town of Billerica, through its Facilities Department, is seeking an independent elevator consultant or design team to oversee the modernization of a hydraulic passenger elevator at the Billerica Senior Center. The scope of work involves a comprehensive assessment of the existing equipment, the development of manufacturer-neutral drawings and specifications, and the preparation of a competitively biddable modernization package. The selected consultant will also provide bidding assistance and construction administration, which includes performing site visits, reviewing submittals, preparing punch lists, and attending final acceptance testing and Massachusetts Department of Public Safety inspections. All deliverables must be submitted in PDF and editable electronic formats. Proposers must have at least five years of experience in elevator consulting for public or institutional facilities and the ability to provide professional licenses and specific insurance coverages, including one million dollars each for General, Automobile, Professional, and Umbrella Liability. Award decisions will be based on overall value rather than the lowest price, with a heavy emphasis on the proposer's track record of public elevator projects in Massachusetts over the last five years. Required submission documents include a price proposal, tax compliance certification, and a certificate of non-collusion. While the consultant's fee is to be proposed, the Town has a preliminary construction budget of approximately 206,729 dollars for the actual modernization work.
